• The WorldBank, as part of its non-reimbursable technical assistance to the Mayor'sOffice of Bogotá, particularly the District Secretariat of Social Integration,seeks to hire a consulting firm to develop a comprehensive diagnosis of the IMGStrategy's payment mechanisms and propose a cash transfer payment scheme thatfacilitates the introduction of customer choice.The analysisshould consider: (i) the transformations that the IMG Strategy has undergonesince its creation to date, (ii) the characteristics, needs, and contexts ofthe population groups to which the beneficiaries belong, (iii) the interest inidentifying alternatives for the implementation of customer choice, using,among others, the immediate and interoperable payment service of the Bank ofthe Republic of Colombia, Bre-B.In thecontext of this diagnosis, the legal, institutional framework, data governancepolicies, and technological infrastructure that are integral to the delivery ofsocial assistance payments, and that are directly or indirectly associatedwith: (i) the movement of resources for cash transfers, (ii) the exchange ofinformation between different actors, (iii) the effective payment tobeneficiaries, and (iv) the use ofresources by the households/individuals benefiting from the IMG Strategy,should be considered.The workwill be organized into two components, each with specific deliverables:1.
