Assignment Description Assignment Title Introductory Online Program on Condominial Sewerage Systems Assignment Countries: Global ASSIGNMENT DESCRIPTION A. INTRODUCTION The Water GP has promoted citywide inclusive sanitation (CWIS) through the development of new and curated CWIS knowledge and through operational support to task teams in the implementation of CWIS concepts. This role will cover a broad range of technical and knowledge-related activities, including: (a) technical support to project teams on the design and implementation of CWIS projects, with a focus on projects in fragile, conflict and violence-affected (FCV) areas; (b) in-country support to project teams in the application of CWIS approaches, guidance material and experiences; and (c) support to knowledge creation, curation and dissemination in specific CWIS areas CWIS promotes a mixed of sewered and non-sewered technologies, according to local urban realities to achieve its objectives. However, alternative sewered technologies have been seldom considered. Although Condominial sewerage has been developed for over 20 years already starting in Brazil and is the norm for some Brazilian cities such as Brasilia, its application outside Brazil remains limited. Lack of exposure to the details and requirements of this technology are some of the reasons for its limited scaling-up. However, the solution has the potential to be expanded to many urban contexts of the developing world where limitation of space, condition of the terrain or others make it technically or economically inviable to have either a conventional sewerage network or an on-site sanitation solution. To reverse this situation, this specific consultancy intends to prepare an online training program for students, field practitioners, engineers, and social workers as well as policy makers interested in becoming familiar and become specialized on the technical, social and institutional issues associated with the successful application of condominial technology. The objective of this consultancy is the creation of an online training program about the basics of condominial sewerage systems and their methodology of technical, social and institutional implementation. The objective of the program is the introduction of condominial sewerage systems, the condominial methodology, advantages and disadvantages, introduction to hydraulic modeling, engineering of the main network and condominial branches, an introduction of the different phases of the implementation of condominial projects and to the operation and maintenance of the systems. Furthermore, it should present experiences in the implementation of condominial sewerage systems in different settings for example in locations with high slopes and flat terrain, including lessons learned and guidelines for applicability in Brazil and other countries. It should also include new innovative developments and a comparison to conventional and other non-conventional sewage systems. The program should be designed for students, field practitioners, engineers, and social workers as well as policy makers interested in becoming familiar and become specialized on the technical, social and institutional issues associated with condominial technology. The program should result in an accredited online training program providing the participants with a certificate able to position themselves competitively for applying this knowledge in diverse settings. B. GENERAL SCOPE OF THE SERVICES The consultancy encompasses the following activities (i) Research, collection and preparation of information on the topics of the online training program on the basics of condominial sewerage systems. (ii) Creation of program as well as recording and presenting of content for the modules in Portuguese and/or English dubbed or with subtitles in English and Spanish, as well as a transcript of the text. (iii) Beta test program and delivery mechanism (iv) Accreditation of program as well as publication, coordination, certification and administration of the program. The Terms of Reference (TOR) for the assignment will be further developed at the Request for Proposals (RFP) stage, and the tasks may change and/or be further developed at that time. C. EXPRESSION OF INTEREST & INFORMATION Consultant firms are invited to submit Expressions of Interest (EOI) for this selection, which shall respond to the following qualification criteria: Extensive knowledge of condominial sewerage systems; Expertise in developing, accrediting and carrying out massive online open courses (MOOC); Short Summary description of their proposed approach for carrying out the assignment; Description of any preferences or restrictions they have in place; Prior experience working on World Bank financed or commissioned projects; Any comments or suggestions that the Consultant has on the approach being proposed or methodological considerations that the World Bank Group team should take into account D. FIRM PROFILE It is anticipated that Consultants responding to this EOI will be firms, or a collection of firms (with one firm designated as the lead vendor). Non-profit organizations, educational institutions and consortiums including educational, or research institutes are especially invited to participate. E. SUBMISSION REQUIREMENTS The World Bank now invites eligible Consultants to indicate their interest in being invited to submit a full proposal at the RFP stage. Interested Consultants must provide information indicating that they are qualified to perform the services, referring to the guidance above. Consultants may associate with other invited and non-invited firms to enhance their qualifications. The EOI submission shall be in the form of a single attached PDF file, including any annexes. Please note that the total size of this PDF file should be less than 5MB, and there is no need to complete the text fields available on eConsult. We require that Consultants limit their EOI to a focused and tailored submission not to exceed 10 pages, exclusive of CVs and suggestions/comments on the proposed approach/methodology, which can be included as annex material. EOI submissions that go beyond the 10-page limit WILL NOT BE REVIEWED beyond this point, which may negatively impact on the scoring that is given. The intention at the REOI stage is to assess the suitability of each Consultant to be invited to the RFP stage, and so firms should focus on responding to the criteria outlined in Section C above and should keep their EOI submissions concise and to the point. F. NOTES Following the completion of the EOI stage, a shortlist of eligible consultants will be invited to the RFP stage, which will include a full technical and financial evaluation.
