  • 2.2.1 Implementation of Service for People with Disabilities Object to contract: Hire a territorial operator that provides the support service at home aimed at people with disabilities over 18 years of age, aimed at generating capacities for autonomy and independent living. obObjective of the service: Promote the autonomy and independent life of people with disabilities over 18 years of age who require high levels of support, within the framework of the Home Assistance Program resulting from the alliance between UNDP and the District Secretariat for Women. Background The SystemDistrict Care ma created through the approval of Agreement 761 of 2020 of the District Development Plan 2020-2024, is a program implemented to meet the care demands of the population in Bogota under a co-responsible model, which seeks to balance care work, based onthree main objectives: (i) recognize care work and the contribution of the people who perform it, (ii) redistribute care work between men and women through the creation of a cultural transformation strategy that balances the provision of home care1edf014045db26d31a02a5bbb8891997and in society and (iii) reduce the time women spend on unpaid care work by expanding services for people who require care or high levels of support. The District Care System currently operates through Manzanas de Cuidado, which bProvide professional care to people who require care or high levels of support (boys and girls under 5 years of age, people with disabilities and the elderly), while offering educational or leisure opportunities for their caregivers, as well as providing training for themen in household chores. For areas that are difficult to access or where there are no public facilities, such as rural areas, Care Buses, which are the itinerant version of Care Blocks, were implemented. However, 14% of full-time caregivers cannot access orto the Manzanas de Cuidado or the Buses del Cuidado because the conditions of the people they care for or provide support to do not facilitate activities outside their homes or for other reasons. In this sense, the District Care System seeks to make an additional effortl to reach these homes through house-to-house care, providing a direct care home service to people with disabilities who require high levels of support. To this end, the Mayor's Office of Bogota submitted a winning proposal in the 2021 Global Mayors C contest.hallenge. It is a competition to design and implement innovative and replicable ideas to improve cities and the lives of the people who live in them. The 15 winners of this challenge received $1 million each to support the implementation of their innovative ideas and ultimatelyInstance, disseminate these ideas in other cities of the world. In turn, the United Nations Organization's Sustainable Development Goals Action Campaign, which works together with cities and local governments to give visibility to local action on the 2030 Agenda, withthe office of the United Nations Development Program (hereinafter UNDP) in Colombia, are supporting Bogota in the implementation of the Home Assistance Program. Scope of the contract: Plan and provide home services aimed at people withdisabilities over 18 years of age, who require high levels of support, in order to promote the generation of capacities for autonomy and independent living. The activities for the promotion of capacity building for the autonomy and independent life of people with disabilities, iIt includes the delivery and accompaniment of tools for autonomy at home and communication. Service estimate: The service is estimated to be provided in a total of 4 hours per week, once a week, for three (3) months, in urban areas of the 19 towns of Bogota, Capital District.l thus: Concept (Calculation per person) / Service Number of service hours / day 4 Number of services / week 1 Number of services / month 4 Total services (3-month cycle) per household 12 A total of 400 households are estimated in 7 cycles of services, on average 60 hours1edf014045db26d31a02a5bbb8891997gas per cycle The participating households will be defined by the SDMujer. Weekly, on average one (1) per week of four (4) hours duration In each home during a cycle where all the services of the three-month Home Assistance Program are provided. in every housear home services are provided to people with disabilities over 18 years of age for 12 weeks. Each cycle is expected to serve an average of 60 homes. Between one (1) and three (3) cycles will be implemented each year.
