• Expression of Interest are invited for Exec Eval of the Labor Migration Flows Agreement between Colombia and Spain In Colombia, the Servicio Nacional de Aprendizaje, SENA, has been doing transnational job placement to Spain through the Labor Migration Flows Agreement signed between Spain and Colombia in 2001 and the labor mobility initiative of Collective Management of Hiring in the Country of Origin . This agreement has had an emphasis on the circular migration processes of workers in the agriculture sector, with temporary work permits of up to 9 months. According to data from the Spanish Ministry of Labor, between 2003 and 2009, Colombia obtained a little more than 10,000 seasonal work permits (López-Sala, et al., 2016). With the Great Recession in 2008, participation in the agreement decreased significantly. However, since 2023, participation has been reactivated, achieving the placement of more than 1,600 vacancies according to SENA data, mainly in the agriculture sector, although there have also been some vacancies for lifeguards and nurses. Furthermore, SENA has also been developing alliances with the Government of Quebec in Canada, Poland, Austria, Germany, United States, among others. The process to operate the migration between Spain and Colombian is regulated by the Agreement. Spanish employers offer their vacancies of work in the Spanish Public Employment Service and if no Spanish national fills this vacancy, they can make use of the agreement. The job offers must be submitted to the Provincial Labor and Social Affairs Agencies and if approved, are sent to the Spanish General Directorate of Migration Management (DGOM) of the Ministry of Inclusion, Social Security and Migrations. The DGOM then sends the vacancies via the Spanish Embassy in Colombia to SENA-s Servicio Nacional de Empleo, as one of the largest labor intermediation agencies in Colombia. Upon receiving the job offer, SENA carries out a call at the national level and pre-selects the most suitable candidates for the job offers. After the preselection, employers (or their representatives conduct a job interview with the candidates). If selected, a medical examination is performed and then a contract is signed. Applications for visas within the framework of the Agreement are processed urgently by the consular office in Bogota. The WB aims to contract a firm to carry out an executive evaluation of the Circular Migration Agreement. It is expected that the study will contribute to reducing existing knowledge gaps and integrating the voices of migrants and employers, to support evidence-based policy and strengthen Colombia-s labor migration-sending system and labor mobility initiatives like Global Skills Partnerships (GSP). Although the project will be led by the WB, the study will be done in close coordination with both SENA and the Spanish Embassy in Colombia.
