• Colombia has made important strides in poverty reduction over thepast two decades. However, territorial disparities in access to basic services,infrastructure, and economic opportunities remain significant, particularly inhistorically lagging regions such as the Caribbean. The Caribbean regionencompasses a diverse mix of urban, peri-urban, and rural municipalities, manyof which experience overlapping vulnerabilities. Departments such as LaGuajira, Magdalena, Sucre, Córdoba, and Cesar continue to face structuraldeficits in infrastructure, service delivery, and fiscal capacity, limitingtheir potential for inclusive and sustainable development. Despite notableinvestments in social and infrastructure programs, these areas often exhibitslower poverty reduction and lower socioeconomic mobility compared to nationalaverages. Recent evidence from the World Bank-s Poverty and EquityAssessment — Trajectories: Prosperity and Poverty Reduction in the ColombianTerritory — highlights the structural nature of these disparities. The reportidentifies persistent gaps in the accumulation of productive assets—includingland tenure, housing, and physical infrastructure—across population groups andterritories. These disparities constrain income-generating capacity andreinforce patterns of low social mobility. In many cases, entire municipalitiesexhibit limited access to state services, weak institutional presence, and poorconnectivity to economic hubs. These dynamics are especially pronounced inmunicipalities with high proportions of Afro-Colombian, Indigenous, anddisplaced populations. Addressing these structural challenges requires a strategicapproach to regional investment that moves beyond isolated and siloedinterventions. A spatially differentiated and asset-based investment strategyis needed—one that prioritizes enabling infrastructure and public servicedelivery to unlock multisectoral synergies and enhance productivity in theCaribbean region.
