• Tenders are invited for Consultancy to Evaluate Iom's "Promotion of Sexual and Reproductive Health for Migrants and Refugees from Venezuela" Project Evaluate the result of the interventions implemented under the criteria of relevance, effectiveness, efficiency and sustainability with a focus on rights and gender and identify and document good practices and lessons learned in the management and coordination of the project, in order to promote reflection processes and assessment that contribute to improving future interventions and, under a training approach, of rights, gender, age, intersectionality and human mobility. Regarding the users and uses of the results of this evaluation, the following are foreseen: The Office of the Special Envoy of the Director General for the Situation in Venezuela (OSE) of the International Organization for Migration (IOM), the IOM Missions Colombia and Ecuador, especially the project managers and team, which will formulate and follow up on a managerial response matrix to the evaluation recommendations. Likewise, the documentation of lessons and the best practices of the project will be used as a source of consultation and training for the Mission. Additionally, it will share the evaluation report with the key counterparts of the initiative. The maximum term to carry out the evaluation is 120 calendar days from the date the contract is signed. The evaluation team may propose a shorter duration as long as the generation of the products in the expected content and quality conditions is ensured. The Consultant hired, due to the context of COVID-19, will be able to carry out the evaluation remotely, with periodic travel to Panama, Colombia and Ecuador, as established in the work plan following the guidelines of this document . Knowledge of the context of the intervention areas of Colombia and Ecuador will be positively evaluated. How to apply: In order to apply, please refer first to the Terms of Reference for this evaluation. If you meet all criteria specified there, please send your documents to iompacprocurement@iom.int no later than November 8th 5pm Panama time. The technical proposal must be a short document of no more than 7 pages (not counting annexes) that contains the following components: Technical offer (see annex I and III in the ToR) Work methodology (scope and approach, type of methodology, information gathering techniques, sample, instruments to be used, field visits and other aspects that are considered pertinent). At least three (3) contracts, certifications or any other document from organizations for which similar evaluations have been previously carried out. At least two (2) examples of final reports of similar evaluations. Work plan and schedule. Financial offer (See annex II in the ToR): A budget must be submitted that includes the detail of all the necessary expenses for the proper execution of the consultancy, specifying in: fees (per hour and total), mobilization expenses, lodging, food and / or per diem, materials and other expenses. Explanations of the assumptions will be assessed for each calculation, including the time spent by each professional in the evaluation.
