- Manycountries, despite having significantly increased access to education for theirchildren and youth, now realize that they are facing a learning crisis. Forinstance, when third grade students in Nicaragua were tested in 2011, only halfcorrectly solved 5 + 6. And in Kenya, Tanzania, and Uganda, when grade 3students were asked to read a sentence such as “The name of the dog is Puppy,”three-quarters could not answer what the dog-s name was. Examples like thesefrom around the world underline that schooling is not the same as learning—eventhough education policy often assumes that it is. For the benefits of educationto be realized, education quality and learning must be placed at the center ofcountries- education policies. TheWorld Development Report 2018 argued that struggling education systems lack oneor more of four key school-level ingredients for learning: prepared learners,quality teaching, learning-focused inputs, and the skilled management thatpulls them together. But the problems are not just at school level; thesedeficiencies in service delivery are typically signs of deeper systemicproblems. They are driven by policies that are not well designed or implementedto promote learning for all children and youth, and these misalignments in turnreflect problems caused by unhealthy politics or a lack of bureaucraticcapacity. To tackle the crisis and improve student learning at scale, countriesneed to know where they stand on all three of these dimensions—practices (orservice delivery), policies, and politics. Better measurement of where acountry stands in each of these areas is essential to promoting and trackingprogress on learning.TheWorld Bank developed the Global Education Policy Dashboard (GEPD) project to helpcountries measure these drivers of learning outcomes.
