• Expression of Interest are invited for Contract to Build the Methodology for the Preparation of the Consolidated Cash Flow Statement. In recent years, Switzerland, through the Secretary of State for the Economy (SECO) and the World Bank, have supported the Government of Colombia (GdC) in institutional strengthening and Public Financial Management (GFP). Currently, the World Bank and SECO are developing the second phase of the Public Financial Management Strengthening Program, which is being administered and executed by the World Bank Group for a period of five years. Within the framework of this cooperation program, the aim is to contract a consulting firm that can provide input to the World Bank to: a) Develop and recommend the methodology and formats for collecting and analyzing the information for the preparation of the Cash Flow Statement. b) Test the methodology and formats for collecting and analyzing the information to prepare the Cash Flow Statement; and c) Define the functional requirements necessary to systematize the information-gathering process and the methodology for the preparation of the Cash Flow Statement. The above should be designed for the different consolidation levels, accounting frameworks and statistical classifications used by the CGN. The project will be executed in the city of Bogotá with entities of the national public sector, over an estimated period of 7 (seven) months. Potential bidders must meet the necessary requirements and have at least 5 years of experience providing technical assistance in public management reforms. Experience in the Colombian public finance sector will be valued. The firm will be required to include at least 3 experts: i) International Public Accounting Expert. 7 years of experience in public accounting in the public sector, coordinating accounting information collection and consolidation processes. The international expert should have experience in preparing Consolidated Cash Flow Statements (IPSAS 02 and IAS 7). Proficient in Spanish. j) National Public Accounting Expert. 5 years of experience in public accounting in Colombian public sector institutions. At least 2 years of experience in financial statement consolidation, preferably in Colombian public sector institutions. k) A Computer Scientist with at least 5 years of experience in the design and implementation of accounting information systems, preferably in the public sector. Demonstrate experience in managing agile methodologies for raising functional requirements. To express interest, the firm must submit: A brochure with a short presentation. The credentials that prove the experience required. Qualification Criteria · 1. Provide Information Showing that They are Qualified in the Field of the Assignment. · 2. Within the Framework of this Cooperation Program, the Aim is to Contract a Consulting Firm that can Provide Input to the World Bank To: A) Develop and Recommend the Methodology and Formats for Collecting and Analyzing the Information for the Preparation of the Cash Flow Statement. B) Test the Methodology and Formats for Collecting and Analyzing the Information to Prepare the Cash Flow Statement; And C) Define the Functional Requirements Necessary to Systematize the Information-Gathering Process · 3.
