Assignment Description SELECTION FOR CONSULTANTS BY THE WORLD BANK GROUP REQUEST FOR EXPRESSIONS OF INTEREST Electronic Submissions through World Bank Group eConsultant2 https://wbgeconsult2.worldbank.org/wbgec/index.html ASSIGNMENT OVERVIEW Assignment Title: 1273513 - Active mobility guideline for Medellin Assignment Countries: - Colombia ASSIGNMENT DESCRIPTION The purpose of this consultancy is to develop an active mobility guideline that includes i) a diagnosis of the progress made by the city in terms of active mobility thus far, ii) a summary of international best practices applicable to the context of Medellin, iii) the development of a methodology for gender analysis in active mobility and its application to four prioritized projects, and iv) the definition of recommendations for the consolidation of this methodology into a long-term public policy tool for the Mayors Office. FUNDING SOURCE The World Bank Group intends to finance the assignment / services described below under the following: - BANK BUDGET - KIPP LAC Cities Program ELIGIBILITY INDIVIDUAL / FIRM PROFILE The consultant will be a firm. SUBMISSION REQUIREMENTS The World Bank Group now invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). BACKGOUND The International Finance Corporation The International Finance Corporation (IFC), a member of the World Bank Group, fosters sustainable economic growth in developing countries by financing private sector investment, mobilizing private capital in local and international financial markets, and providing advisory and risk mitigation services to businesses and governments. One of IFC-s priority areas of work is improving the sustainability and enhancing the competitiveness of cities by addressing their challenges and needs in terms of access to infrastructure. IFC aims to support select cities improve urban service delivery via the attraction of commercial capital and/or private service providers that spur the overall efficiency and innovation in the implementation of key infrastructure projects. By doing so, IFC will generate high impacts in terms of access to infrastructure, lower costs to business, improving efficiency and generating financial savings in terms of operating costs, improving quality of life, economic growth and reducing GHG emissions. Project: Colombia Cities Covid-19 Within the framework of the IFC Colombia Cities COVID19 project, preparatory work with targeted Colombian subnational governments aims to support these entities through an Advisory Services-Investment Services (AS-IS) package that will help them become more resilient and prepared for the post-COVID world. Following an assessment of each of the city-s particular needs, it was identified that Medellin-s Secretary of Transport could benefit from technical advisory support with the implementation of targeted programs within the city-s Municipal Development Plan 2020-2023 "MedellΓ­n Futuro". In this context, the MedellΓ­n-s Mayor`s Office, through its program "MedellΓ­n Caminable y Pedaleable", seeks to promote the planning and execution of human mobility projects with a gender as well as universal accessibility approach. In an aim to materialize the inverted mobility pyramid , as promoted in their Land Use Plan (i.e. Plan de Ordenamiento Territorial - POT), as well as to shorten the transition path towards fossil fuel-free mobility, the aforementioned projects place an emphasis on promoting walking and cycling as primary modes of transportation. This is done by integrating them with the urban transport system (i.e. Sistema Integrado de Transporte del Valle de AburrΓ‘ - SITVA) and adequately adapting the respective public spaces. Under this consultancy, IFC seeks to support Medellin-s Secretary of Transport in developing a mobility guideline that applies a gender approach to the planning, design, implementation and operation of active mobility projects. B. OBJECTIVE AND EXPECTED RESULTS The purpose of this consultancy is to develop an active mobility guideline that includes i) a diagnosis of the progress made by the city in terms of active mobility thus far, ii) a summary of international best practices applicable to the context of Medellin, iii) the development of a methodology for gender analysis in active mobility and its application to four prioritized projects, and iv) the definition of recommendations for the consolidation of this methodology into a long-term public policy tool for the Mayor-s Office. C. SCOPE OF WORK With the purpose of achieving the objectives, the Firm will focus on the following activities to fulfill the assignment. Each activity refers to a specific section of the guide, which should be compiled into a single document towards the end of the consultancy (see task 5): TASK 1 - MARKET RESEARCH For this task, the firm will: 1.1 Throughout the consultancy, the firm shall collaborate with the partner firm (hired under a different consultancy) in charge of conducting a market study to identify the dynamics of women`s mobility and how masculinities affect risky road behaviors in MedellΓ­n. This shall include: i) participating in meetings to provide insights/feedback on said study, and ii) incorporating the results of the market study in the formulation of the guideline. Task 2 - WORK PLAN / GUIDELINE STRUCTURE For this task, the firm will: 2.1 Prepare a work plan that will include a description of the subsequent tasks as well as a timeline for the completion of the deliverables 2.2 Review, validate and propose recommendations to the indicative outline proposed by the Secretary of Transport for the "Active Mobility with a Gender Approach" guideline. Recommendations can target the structure (i.e. order and content), additional sections and/or chapters, and methodological proposals for the market study on the dynamics of mobility of women and men, which will be conducted in parallel. All recommendations will be submitted for the approval of the IFC and the Secretary of Transport. Deliverable of Task 2: Inception memo with a guideline structure draft TASK 3 - LITERATURE REVIEW AND THEORETICAL FRAMEWORK For this task, the firm will: 3.1 Conduct a literature review on the topic of active mobility with a gender perspective, including i) information provided by the Mayor`s Office of MedellΓ­n (e.g. latest mobility surveys for MedellΓ­n and the Metropolitan Area, the Land Use Plan (POT) of MedellΓ­n, the Municipal Development Plan 2020-2023, and other master plans and documents) and ii) best practices as they relate to public policy as well as active mobility projects implementation in Latin American cities and in other relevant regions. For the latter, the consulting firm is expected to provide specific recommendations, based on at least five international best practices/case studies, on how to adapt them to the context of Medellin particularly in what relates to planning processes, engineering/infrastructure considerations, citizen participation in the project cycle and operations. 3.2 Establish the basic concepts needed to understand the importance of adopting / applying a gender perspective as well as the elements / variables to be considered when conducting a gender analysis, especially as it applies to engineering and infrastructure issues (stereotypes, roles, status, time and space). 3.3 Develop a theoretical framework to apply a gender perspective in active mobility in
